I posted in 2011 about my question to Defense Secretary Leon Panetta in a public forum and his response.
I was telling Bob Murphy, who interviewed me for his podcast, about it and found, with a few keystrokes, the audio/video. For my question and his response, go to 43:41.

Leon Panetta (and virtually everyone in the world, I seem to be alone in this) doesn’t seem to see what to me is obvious…it is a huge mistake for a government to “go after” (attempt to kill) individuals in another country.
It’s not just illegal–extrajudicial executions are simply illegal–it’s also tremendously bad policy. Leon Panetta mentioned Yemen and Somalia…and “other places”. The implication was that we should just kill people in those countries without any attempt to work with the governments of those countries. When we kill civilians in other countries, it gives the governments of those countries absolutely zero reason to work with us. In fact, it gives them every reason *not* to work with us.
His final statements about eliminating everyone with “intent” to harm the U.S. bordered on insanity. (To me. But maybe I’m the insane one, because no one else seems to think this way.) So some 10-year-old in the tribal area of Pakistan who hates the U.S. because his family was killed as collateral damage in one of our drone attacks, needs to have his “intent” stopped? How would that even work?
