From the fact that employees had $37000/year, which is kinda twice more than average salary in that business and the fact than it appears that nobody actually tried to bring these salaries to more realistic amounts, it is almost certainly the case of the “planned inefficiency” which is frequently used as a justification for privatization. Basically, the case of stealing public money.
